I went with a bit of color given the data I chose. Red background for the map, blue border for the symbol and total population information, and there was already enough white on the page to just leave that alone. I also decided to ignore where population actually is in West Virginia, instead concentrating on theory, such as towns being near state borders and almost mergining with each other along county lines within states. Additionally, I mixed it up a bit in my use of vacant space by putting the title on the bottom right, moving the whole map up, and putting a West Virginia flag into the dead space to liven things up a bit.
